Steve Samford succeeds Bill Hartman as chairman and CEO of Bank One in Ohio and Kentucky. Samford will continue as head of the leasing group, based in Columbus.
Diane Holtz has been named president of The Limited Stores. She will manage the merchandising and design areas of the brand and share responsibility for the marketing function. Limited Technology Services, a division of The Limited Inc., promoted Kathleen Starkoff to group vice president and chief technology officer.
James W. Smith has been named president and chief operating officer of Elford Inc. The Dublin-based construction company focuses on educational, institutional, commercial, industrial and retail projects. Jeffrey Copeland will continue as chairman and chief executive officer.
The Frank Gates Cos. Inc. promoted Becky Fogarty to vice president of finance and accounting. She will oversee all finance and accounting functions.
Wayne Custer was named president of Renier Construction, a commercial construction company based in Columbus. Prior to joining Renier, Custer was corporate vice president/general manager of United McGill Corp.
Heinzerling Foundation, a private, nonprofit corporation serving Ohioans with severe or profound mental retardation, named Robert E. Molter to its development board. Molter is president of Strategic Resource Partners, a Columbus-based human resources consulting firm.
Waller Financial Planning Group promoted Jeffrey D. Smith to vice president. His duties include operational and logistical planning, and he will continue to provide financial advice to clients.
National Century Financial Enterprises, headquartered in Dublin, hired J. Brent Thomas as vice president of sales and marketing. Thomas was formerly first vice president at Bank One. National Century is a provider of health care accounts receivable financing.
